New District Boundaries and Additional Councilman for SWNA
Redistricting
City of Wichita officials are reviewing City Council district boundaries, as required every 10 years under Charter Ordinance 173. The review allows district populations to be adjusted under constitutional, equal-representation mandates following each 10-year census.
The process for reviewing district boundaries began in July and must end before December 31, 2012. Redistricting requires new districts to be adjusted so that the population of each district is within 5% of the average district size reflected in census data.
Charter Ordinance 173 also requires City Council members to appoint Commission of Electors who are charged with helping review and possibly revise Council districts. Following are the Commission of Electors who were appointed in July:
If revised district boundaries result in an incumbent City Council member residing outside that member's existing district, the affected Council member will continue to serve until the completion of the elected term.

Meet Jeff Blubaugh, District 4
Jeff is a lifelong Kansan born and raised in Harper County. Like most who grow up in rural towns, Jeff’s work ethic and experience began at a young age in agriculture. By high school he transitioned into manufacturing. After graduating from Chaparral High School, he moved to Wichita to work for Cessna and continue his education at night; Jeff has now lived in Wichita for over 20 years.
While working for Cessna, Jeff received a Bachelor’s of Science in Business and Master’s of Science in Management from Friends University. His education took him from sales to marketing to customer satisfaction management. Along the way, he enhanced his degrees with the Growth Leadership Development program from Fisher School of Business at The Ohio State University and is a Certified Six Sigma Black Belt in Lean Management and Strategic Facilitation Training.
In 2009 when the recession hit, Jeff’s 17 year career at Cessna ended. He went on to real estate where he is currently a broker at Keller Williams Hometown Partners and one of the Blues Brothers Real Estate Team. Jeff used his experience and knowledge to build a successful career in residential real estate and is a residential home investor.
His community involvement is as diverse as his career background whether it is volunteer or elected. As a Lions Club International member he’s assisted local families in need. He coached Goddard Jr. football and serves on their Board of Directors. He’s a member of Holy Spirit Catholic Church where he’s hosted many fundraising events. Jeff previously served on the Goddard School Board where he was bestowed the Leadership Academy Award from Kansas Association of School Boards during his time of service.
Jeff is married to wife, Meghan. They have three children. Son Hayden, 11, daughter Avery, 3 and son Samuel, 1.
As Council Member for District IV, Jeff’s education and career experience will ensure he makes sound financial decisions that will benefit both the city of Wichita and residents. His compassion for his community means he will represent his constituents of District IV well.

Meet James Clendenin, District 3
Born into a military family, James grew up in several locations including Spain, Florida, West Virginia, California and Missouri. When James' family wanted to find a place that they could call home, they made one final move to Kansas, which James has called home since 1985.
In 1993, James graduated from Halstead High School, where he was honored by the faculty and inducted into the National Honor Society. With a goal of becoming a commercial airline pilot, James enrolled into the aviation program at Hesston College. An automobile accident resulted in injuries that prevented him from finishing flight training.
After recovering from his injuries, James went to work full-time. He worked in construction, forklift customer service and sales and equipment rental management before beginning a career in 1998 at Raytheon Aircraft (now Hawker-Beechcraft) where he made composite aircraft parts. He was a Union Shop Steward during his 11 years at Hawker-Beechcraft.
Later, he started his own tile and flooring business while working at Hawker-Beechcraft. James currently works in composite manufacturing at PCI Composites in west Wichita.
He and his wife, Amie, married in 1995 after they met during a 1994 mission trip to Mexico. They have three children.

Michael O'Donnell Past District 4 Council Member
Michael O'Donnell is a 4th generation resident of Wichita's south side. Michael and his family have been dedicated to the south side of town for over 50 years attending schools and Grace Baptist Church where his father has been the Senior Pastor since 1984.
Michael is a graduate of Friends University and currently serves on the board of the South YMCA, Grace Baptist Church, The American Cancer Society's Cattleman's Ball, and frequently volunteers for numerous community events through his job with the Brett & Tracy Morning Show at B98FM.
