SWNA Is Hosting A Voter Forum Tonight 7pm at
Osage Rec Center
A City of Wichita Sales Tax Measure ballot question is on the November 4, 2014 election ballotfor voters in the city of Wichita in Sedgwick County, Kansas. If approved by voters, the measure would implement a 1-cent local sales tax for five years. The money raised by the tax over its five-year life, an anticipated $400 million, would be split among various accounts to fund city projects. The additional revenue generated by the tax, if approved, would be earmarked for the following uses:[1]
- $250 million to develop a long-term water supply for the city,
- $80 million would go toward a job development fund overseen by a public/private commission,
- $39.8 million for public transit, and
- $27.8 million for street maintenance and repair.
BackgroundWichita is one of the few cities in Kansas without a local sales tax. In a survey done by the Kansas Department of Revenue, 78 percent of cities and 100 percent of the counties surveyed had a local sales tax. The cities that did not have a local element tacked on to the 6.15 percent state sales tax were concentrated in the Wichita metro area. Besides Wichita, Goddard, Valley Center, Mulvane, Park City and Newton do not levy a local sales tax. Goddard and Mulvane, however, are joining Wichita in voting on a 1 percent local sales tax this fall.
Gary Schmitt, chairman of the Greater Wichita Economic Development Coalition, was a supporter of including the $80 million job fund in the sales tax revenue plan. He proposed that Wichita should look at other cities with sales taxes to see what the results are and see if such a tax would be a good fit for Wichita. Schmitt said:
What they do matters. How many dollars are we bringing in and did it actually lower our property taxes? What do they have a sales tax for? What was the rationale? Are the taxes evergreen or do they end?
We have to look at all these factors to determine whether we’re the last holdout and whether a sales tax is the answer for us.
The question is: How do we remain competitive?[4]
Below is a break down of sales tax rates imposed by cities within the Wichita metro area as of August 2014:[3]
- Wichita - 0%
- Valley Center - 0%
- Park City - 0%
- Haysville - 1%

- Mulvane - 0%
- Andover - 1%
- Augusta 2%
- Goddard 0%
- Newton - 0%
- El Dorado - 1%
- Wellington - 1.5%
Major Kansas cities outside the Wichita area feature the following sales tax rates:[3]
- Coffeyville - 3%
- Hutchinson - 0.75%
- Winfield - 1.4%
- Salina - 0.9%
- Manhatten - 1.25%
- Hays - 1.75%
- Goodland - 0.25%

PAST EVENTS AND INFORMATION
Join us for some fun on Friday, June 20, 7:00 PM to 10:00 PM
Quatermania, the latest craze, is at Osage Rec Center on June 20. It is cheap fun and you can win prizes. It is a charity even to benefit the Homeless Outreach Team (HOT) for the Wichita Police Department. It is a bingo and an auction combined. Participants purchase "paddles" with numbers on them for a price. Then things are auctioned off for quarters. If you want to enter your paddle number you put in a quarter. If your paddle number is drawn, you win the prize. You will need lots of quarters. Vendors donate items to be bid on during the game. Vendors will also be selling their goods during the evening. It is really easy to play and fun for the whole family. Kids are welcome and can play in the gym if they would rather do that. If we have enough kids, we can play a movie for them in the gym. Please come support the HOT team and SWNA. If you have questions, please call Natalie Aramburu at 516-0934.

The Cold Weather Rule is a state rule that generally prevents utilities from disconnecting customers who can't afford to pay their winter bills in full. This rule is effective November 1st through March 31st. If you can't pay your bills in full, contact your electric and/or gas company and tell them you want to use the Cold Weather Rule. You will have to pay one-twelfth of any debt owed, plus any outstanding disconnect or reconnect fees. The remaining balance of debt will be spread out over the next 11 months' bills. For more information, contact the Kansas Corporation Commission Consumer Affairs Division at 800-662-0027.

Westar Energy Workshop
The Energy Efficiency department at Westar Energy is offering classes that will teach consumers how to conduct their own home energy audit in order to locate and repair air leaks, and make other minor modifications that can save energy and money. If you’re interested in learning how to asses your home’s energy efficiency, our Do-it-Yourself Home Energy Audit class will help you identify problem areas and make changes (even simple, inexpensive ones) that can eliminate energy waste. At these half-day sessions, you’ll learn
About:
Heating and cooling equipment
Air sealing (insulation, windows and doors) Water heating Lighting Appliances
In addition, we’ll have hands-on displays to help you learn the basics of weather stripping and caulking around windows and doors, keeping your air conditioner in good working order and choosing the best type of insulation. We’ll even run a report to show you how much money you could potentially save if you choose to upgrade your heating and cooling equipment. Each participant will receive an energy efficient kit valued at more than $25.
If you’ve ever wondered how efficient your home might be but you aren’t quite ready to pay for a professional energy audit, this class will give you a good foundation for conducting your own “audit” and learning more about how your house works as a whole system to keep you comfortable year-round.
The class is $20 per person. Classes are limited to the first 30 paid registrations. Two sessions will be offered in Wichita, morning and afternoon.

UPDATE
Hello, just a note to let you know recent stuff around the area.
The Life Fair sponsored by SouthWest Inter-Faith Ministries was held on Saturday, Aug 8th at the Osage Park Recreation Center. 42 families were given a $10.00 voucher to be used for school supplies. Other information was given to the people by the local churches and job search help.
I think it went quite well, especially for a first time effort. Lots of applause should be given to those who spent months getting ready for this fair. Wayne Dean is the leader of this group. Darlene Nuse and Donna Bontinelly(sp) were also tireless workers.
SWNA provided 3 each $10.00 gift cards from Wal-Mart, and we had a drawing for those at the end of the fair. Boy Scout leader from Mt Olivet UMC did the drawing. Winners were: Beth Adrian, Tracy Reed, and Brandy Germany. We gave out key chains with our logo on it, and fliers telling about the Association.
I hope that some of those people will join us at our meetings.
Regarding the post office issue, we are still pursuing the postmaster with phone calls and letters. Please continue to let your neighbors and friends know that this is the avenue we are taking at current time.
Mt Olivet UMC, Pastor Ed and Joy Bateson, are willing to prepare a meal for our volunteers after the November 14th clean-up. We will use the parking lots of St Anne's Catholic Church and Mt Olivet as sites designated for the dumpster skids provided by City of Wichita. We are also supposed to have a tire truck that will pick up and dispose of old car tires for us. The clean up hours will be 8:00 am until noon. Volunteers should plan to be at the site about 7:30 am that morning.
I know I can count on all of you to help.
Until we meet again on Tuesday, August 25th, at the West Side UMC, 1313 W Lydia, 7:00 p.m., be joyful and enjoy life.

Chisholm Station Post Office
2510 S. ELIZABETH AVE
WICHITA, KS 67217-9998
(316) 264-0114
Our Local Chisholm Station Post Office located at 2510 S Elizabeth Ave. behind the Westway Shopping Center has been put on a list of possible closings due to federal budget reasons. We believe the Post Office has been a great asset to our community and provides a local service of customer service that we would dearly miss if the doors would close permanently. The SWNA is urging residents of our community to contact the USPS and our elected officials in making sure this office remains open to serve our community. Below is a letter to print and mail or email to our elected officials along with the phone number to the USPS. Both forms of communication need to be done to make our goal in keeping our local Post Office.
Thank you for your support SWNA
